Turbo problem... help?

Turbo problem... help?
Okay so i was driving around town in my jetta the other day and i heard a low kind of siren noise so i rolled the windows down to listen better and my turbo is making a low pitched wooshing noise that sounds sort of like a siren and it made my turbo way louder. So i called a VW mechanic i know of and he said its either a bearing, its not getting enough oil or its just going out. he qouted me a new one for around 1000 bucks
but i know a guy who will sell me a rebuilt one for 175 if mine is rebuildable so i guess i need to know how can i tell if it is rebuildable or not?

is the the inlet pipe of your turbo long or short? i have a couple k03's sitting here. ones good the other needs new internals

i have no idea if its long or short haha m not toop familiar with my car how long would be considered long and likewise with short and i think i could figure it out?
